Minutes of Proceedings
The Chair presented the First Report from the Subcommittee on Agenda and Procedure, which read as follows:
Your subcommittee met on Thursday, September 18, 2025, to consider the business of the committee and agreed to make the following recommendations:
- That, pursuant to Standing Orders 108(1) and 108(2), a Subcommittee on International Human Rights to be chaired by a member elected by the Subcommittee, be established to inquire into matters relating to the promotion of respect for international human rights, as may be referred to it by the committee;
- That, the subcommittee be chaired by a member of the government and be composed of eight members or associate members of which four shall be government members, three shall be from the Conservative Party, and one from the Bloc Québécois, to be named following the usual consultations with the Whips;
- That, the Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development be granted the authority to print from day to day such papers and evidence as may be ordered by them, pursuant to Standing Order 108{l)(a);
- That, the subcommittee be empowered to send for persons, papers and records, to receive evidence, to sit during a time when the committee is not sitting in Ottawa, to sit when the committee is sitting outside the Parliamentary Precinct and to sit during periods when the House stands adjourned; and
- That, the Chair of the Subcommittee meet with the Subcommittee on Agenda and Procedure of the committee at their mutual discretion.
- That, pursuant to Standing Order 108(2), the committee undertake a study of Canada's diplomatic, humanitarian, and security response to Russia's illegal invasion of Ukraine, with a particular focus on the forced deportation of Ukrainian children to Russia. That the committee hold no fewer than two meetings, invite officials from Global Affairs Canada, civil society experts, and relevant international partners to appear; that the committee present a report to the House on its findings and recommendations; and that, pursuant to Standing Order 109, the government be requested to table a comprehensive response to the report.
- That, pursuant to Standing Order 108(2), the committee undertake a study of the recent Russian incursion into Polish and Romanian airspace by inviting government officials to appear on September 25, 2025.
- That the committee invite officials from Global Affairs Canada to appear for one meeting to provide an update on the situation in Gaza.
- That, pursuant to Standing Order 108{2), the committee undertake a one-meeting study of the foreign policy rationale behind the recent operation by the Royal Canadian Navy and the Royal Australian Navy in the Taiwan Strait.
- That, pursuant to Standing Order 108(2), the committee hold at least two meetings to study Canada's response to the crisis in Haiti; that the committee invite any witnesses it deem relevant to appear; that the officials of Global Affairs Canada be invited to appear on September 23, 2025; and that the committee report its findings and recommendations to the House.
- That the committee invite, on October 9, 2025, any witnesses it deems relevant to appear regarding the case of Jimmy Lai.
- That, pursuant to Standing Order 108(2), the committee hold at least two meetings to study Canada's Africa Strategy; that the committee pay particular attention to the Francophonie in this study; that the committee invite any witnesses they deem relevant to appear; and that the committee report its findings and recommendations to the House.
- That, given the dynamic security situation in Canada's Arctic pursuant to Standing Order 108{2), the committee undertake a study of Canada's Arctic Foreign Policy and related efforts to secure our Arctic sovereignty; that the committee hold no fewer than four meetings, invite officials from Global Affairs Canada, civil society experts, and relevant international partners to appear; that the committee present a report to the House on its findings and recommendations; and that, pursuant to Standing Order 109, the government be requested to table a comprehensive response to the report.
- That, pursuant to Standing Order 108(2), the committee invite the Minister of Foreign Affairs to appear before the committee for no less than two hours in relation to the budget, estimates and mandate for the department, and that this appearance take place before the House adjourns in December.
Mona Fortier moved, — That the report be amended by replacing the words “10. That, pursuant to Standing Order 108(2), the committee hold at least two meetings to study Canada's response to the crisis in Haiti; that the committee invite any witnesses it deem relevant to appear; that the officials of Global Affairs Canada be invited to appear on September 23, 2025; and that the committee report its findings and recommendations to the House.” with the following: "10. That, pursuant to Standing Order 108(2), the committee hold at least two meetings to study Canada's response to the crisis in Haiti; that the committee invite any witnesses it deem relevant to appear; that the officials of Global Affairs Canada be invited to appear on September 23, 2025; that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the government be requested to table a comprehensive response to the report." and that the report be amended by replacing the words “12. It was agreed, — That the First Report of the subcommittee, as amended be concurred in.
