The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the committee engage the services of an external organization for a total amount not to exceed $995 in professional fees to deliver a cultural sensitivity training. The committee also agrees to pay for travel expenses up to a maximum amount of $1175 for the contractor.

It was agreed, — That the committee meet, in an informal meeting, with Burning Stone Ministries on a date to be confirmed, and that the committee defray the hospitality expenses related to this meeting.

It was agreed, — That the proposed budget in the amount of $2075, for the training session on cultural sensitivity (blanket exercise), be adopted..

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study on Indigenous Policing and options to ensure that Indigenous communities have essential services of public safety. The study should examine how federal, provincial and municipal jurisdictions can work collaboratively with Indigenous Governments to advance the safety of their community members. The study should also look at the obstacles and systemic racism within the justice system and examine what barriers exist that prevent Indigenous people from becoming law enforcement officers. That the study dedicate 8 meetings and that all meetings for this study be televised or webcast; that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the committee request that the Government table a comprehensive response to the report.

That the committee also request the Parliamentary Budget Officer prepare research and comparative analysis of policing provided through the First Nations and Inuit Policing Program and non-Indigenous police services, beginning at least as early as 2015-16 to 2023-24, and future years as data availability permits. Factors to compare are to include but not be limited to funding for facilities, equipment, personnel, compensation and employee benefits, culturally responsive and specialized services, training, and oversight and accountability mechanisms. That this research and comparative analysis be submitted to the committee within 60 days.

It was agreed, — That the committee resume its study on barriers to Indigenous economic development that it undertook during the first session of the 44th Parliament pursuant to the order of reference of Tuesday, November 19, 2024; that the evidence and documentation received by the committee during that study be taken into consideration by the committee in the current session; and that the committee report its findings and recommendations to the House.

It was agreed, — That the draft report regarding the study of barriers to Indigenous economic development be distributed by Wednesday, October 1, 2025.

It was agreed, — That the deadline for the initial list of witnesses for the Indigenous Policing study be submitted in priority order to the clerk of the committee by 4:00 p.m., on Friday, September 26, 2025; and that the committee invite the Commissioner of Royal Canadian Mounted Police and the Minister of Public Safety to appear before the committee on Wednesday, October 8, 2025.

It was agreed, — That the Analysts prepare a workplan for the study on Indigenous policing to be distributed to the committee by Wednesday, October 1, 2025.

It was agreed, — That, pursuant to Standing Order 108(2), the Standing Committee on Indigenous and Northen Affairs undertake a comprehensive study on how the Government of Canada is fulfilling its legal and constitutional obligation to consult with First Nations, particularly in relation to natural resource development projects, infrastructure development and any project having an impact on the environment and Indigenous peoples’ access to land, water and natural resources that may affect Indigenous rights;

That this study examine:
  1. the usual consultation mechanisms, best practices and challenges identified by the communities concerned, Indigenous law experts and federal government representatives;
  2. the impacts and/or encroachments on First Nations’ Aboriginal rights and treaty rights that may arise from legislation aimed at building Canada and implementing projects of national interest; and
  3. the Government of Canada’s interpretation of the concept of free, prior and informed consent and its moral obligations under the United Nations Declaration on the Rights of Indigenous Peoples.

That the committee hold a minimum of five hearings and invite witnesses, including First Nations leaders, academics, law practitioners, government representatives and any other persons deemed relevant;

That the following ministers be invited to testify for one hour each:

  • Minister of Crown-Indigenous Relations;
  • Minister of Indigenous Services;
  • Minister responsible for Canada-U.S. Trade, Intergovernmental Affairs and One Canadian Economy;
  • Minister of Environment and Climate Change; and
  • Minister of Transport and Internal Trade.

That the committee report its findings to the House of Commons along with recommendations to strengthen the transparency, effectiveness and respectfulness of consultation processes.

It was agreed, — That, following the tabling of the budget, the committee invite to appear before it, for the first hour, the Minister of Crown-Indigenous Relations and Northern Affairs, and for the second hour, the Minister of Indigenous Services Canada, on Wednesday, November 19, 2025..

At 5:04 p.m., the committee adjourned to the call of the Chair.
