I must inform members that the clerk of the committee can only receive motions for the election of the chair at this time. The clerk cannot receive other types of motions, cannot entertain points of order and cannot participate in the debate.

Julie Dzerowicz (Davenport, Lib.): I would like to nominate the wonderful and amazing Judy Sgro.

The Clerk: It has been moved by Ms. Dzerowicz that Ms. Sgro be elected as chair of the committee.

Hon. Terry Duguid (Winnipeg South, Lib.): With pleasure, I'd like to nominate Mr. Kelly McCauley.
The Clerk: It has been moved by Mr. Duguid that Mr. McCauley be elected as vice-chair of the committee.

The Chair: Before we continue, I need to ask all in-person participants, which is all of you, to consult the guidelines that you already know about and that are written on the table. The Chair: Does someone want to propose the motion dealing with the subcommittee on committee budgets?
Marilyn Gladu ((Sarnia—Lambton—Bkejwanong, CPC): I will move that motion.
The Chair: I think you all have it in front of you. It reads:
That, pursuant to Standing Order 107(6), a subcommittee on committee budgets be established to approve committees' budget requests and that the membership of the subcommittee be composed of the chair and the vice-chair of the committee, as well as three other government members and one other member of the official opposition, as appointed by their respective whips.

The Chair: The next motion—moved by Mr. Carr—is as follows:
That the committee retain, as needed and at the discretion of the chair, the services of one or more analysts from the Library of Parliament to assist it in its work.

The next motion is as follows:
That the clerk of the committee be authorized to grant access to the committee's digital binder to the offices of the whips of each recognized party.
That the clerk of the committee, at the discretion of the chair, be authorized to make the necessary arrangements to provide working meals for the committee and its subcommittees.
