Minutes of Proceedings
It was agreed, — That, pursuant to Standing Order 108(2), the committee conduct ongoing briefings from the Department of National Defence and the Canadian Armed Forces, Global Affairs Canada and other expert witnesses to receive information regarding the threat analysis affecting Canada and our allies, and the Canadian Armed Forces’ operational readiness to meet those threats; including support for international security operations and emergent threats, such as grey zone warfare; as well as domestic capacity to respond in support of civil emergencies; and that matters related to logistics, procurement and personnel be included in these Briefings.
It was agreed, — That the committee invite the Auditor General to appear for no less than two hours to discuss the 2nd Report of the Auditor General, Delivering Canada’s Future Fighter Jet Capability.
It was agreed, — That the committee invite the Ombud for the Department of National Defence and the Canadian Armed Forces and the Sexual Misconduct Support and Resource Centre to appear in the fall 2025 for one hour each.
It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study on the situation of Francophones and Indigenous peoples in the Canadian Armed Forces, in order to examine issues related to their recruitment, retention, career advancement, access to services and training in their language, and their institutional experience;
That the Committee hold four witness sessions as part of this study and invite representatives from the Department of National Defense, the Canadian Armed Forces, Francophone and Indigenous communities, as well as experts and researchers specializing in diversity and inclusion issues;
That the Committee report its findings and recommendations to the House of Commons.It was agreed, — That the committee undertake a study of no more than two meetings on the integration of the Canadian Coast Guard into the Department of National Defence, and its impact on Canada’s defensive capabilities.
It was agreed, — That the Minister of National Defence and officials be invited to appear for one hour each on the Main Estimates, referred to the committee on May 27, 2025, and Supplementary Estimates (A), referred to the committee on June 9, 2025, on his mandate and NATO defence spending, and that the Committee meeting take place on October 9, 2025, and that this meeting be televised.

It was agreed, — That, pursuant to Standing Order 108(2), the Committee undertake a study of no more than four meetings examining the nexus between national defence, national security, and Canada’s critical minerals sector, specifically how secure access to critical minerals underpins Canada’s defence capabilities, supports essential defence technologies, and strengthens strategic resilience and energy security; recognizing that energy security is national security; that the Committee pay particular attention to investments by the US Department of Defense, China and other foreign entities and their consequences; that the Committee consider the possibility of supplying NATO countries with strategic minerals; that the Committee evaluate how critical mineral supply chains support Canada’s defence industrial base, including the production and maintenance of advanced military technologies; that the Committee also consider opportunities for enhanced domestic capacity and secure collaboration with trusted allies in support of national defence objectives; and that the Committee report its findings to the House.
It was agreed, — That a meeting of the Subcommittee on Agenda and Procedure of the Standing Committee on National Defence be convened on Thursday, September 18, 2025.
ORDERED, — That the Chair write to the Chair of the House of Commons’ Standing Committee on Foreign Affairs and International Development on behalf of the Committee regarding the meeting request received from the Foreign Affairs Committee of the Parliament of Finland.
It was agreed, — That the committee undertake a study on North American Aerospace Defense Command (NORAD) modernization, which would include visits to NORAD Headquarters, NORAD Canadian Region, 1 Canadian Air Division in Winnipeg and NORAD installations in Canada’s Arctic.
ORDERED, — That the analysts from the Library of Parliament prepare an executive summary of the evidence received as part of the study on the Department of National Defence and Canadian Armed Forces Contaminated Sites undertaken during the first session of the 44th Parliament.
It was agreed, — That, given that committee members, staff, the clerk, analysts, and witnesses worked hard to produce the report entitled “Gaps to Fill Housing and Other Needed Supports for Canadian Armed Forces Members and their Families” during the first session of the 44th Parliament, and given that the Government did not table a response because of the prorogation of Parliament, the committee deem that it has undertaken and completed a study on “Gaps to Fill Housing and Other Needed Supports for Canadian Armed Forces Members and their Families” pursuant to Standing Order 108, and that it adopt that report as a report from this committee pursuant to Standing Order 109, the committee request the government to table a comprehensive response to the report; supplementary or dissenting reports that accompanied the report in the previous session of Parliament be tabled with the main report; and, the Chair present the report to the House.

It was agreed, — That, given that committee members, staff, the clerk, analysts, and witnesses worked hard to produce the report entitled “Rebuilding Trust: Transparency and Accountability in the Department of National Defence and the Canadian Armed Forces” during the first session of the 44th Parliament, and given that the Government did not table a response because of the prorogation of Parliament, the committee deem that it has undertaken and completed a study on “Rebuilding Trust: Transparency and Accountability in the Department of National Defence and the Canadian Armed Forces” pursuant to Standing Order 108, and that it adopt that report as a report from this committee pursuant to Standing Order 109, the committee request the government to table a comprehensive response to the report; supplementary or dissenting reports that accompanied the report in the previous session of Parliament be tabled with the main report; and, the Chair present the report to the House.
