Pursuant to Standing Order 108(3)(c), the committee proceeded to a briefing with the Auditor General on three reports tabled in June 2025: Fighter Jet Capacity, Use of Federal Office Space and Contracts with GC Strategies.

Karen Hogan made a statement and, with the other witnesses, answered questions.

At 12:39 p.m., the meeting was suspended.

At 12:43 p.m., the meeting resumed.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $500, for the briefing with the interim Parliamentary Budget Officer, be adopted.

It was agreed, — That the proposed budget in the amount of $500, for the briefing with the Auditor General on three reports tabled in June 2025: Fighter Jet Capacity, Use of Federal Office Space and Contracts with GC Strategies, be adopted.

The Chair presented the First Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Thursday, September 18, 2025, to consider the business of the committee and agreed to make the following recommendations:

1. That the meetings of Thursday, October 2, and Tuesday, October 7, 2025, be allocated to the consideration of the draft report for the study on the purchase of the new official residence of the Consul General of Canada in New York;

2. That the committee conduct a study on the situation at Canada Post, with the first two meetings to be held in October, and with the President of the Canada Post Corporation being invited to appear, provided that the committee ask the parties to provide lists of suggested witnesses by a date to be determined by the committee;

3. That the Minister of Government Transformation, Public Works and Procurement and the President of the Treasury Board each be invited to appear during the weeks of October 21 or 28, depending on their availability, to give a briefing on their current mandate;

4. That the remaining meetings in October be filled by inviting witnesses such as the Public Sector Integrity Commissioner, the Procurement Ombudsman, the Canada Lands Company and the Transportation Safety Board of Canada to appear to give briefings;

5. That, during the month of November, some meetings be dedicated to studying the Supplementary Estimates (B) for the current fiscal year, provided that if the tabling of the Estimates is delayed, the committee may revise its priorities accordingly—and that it may do so once the study of the Estimates has been completed, using in particular the ideas for studies identified in the notices of motions recently given for this purpose by various members; and

6. That, subject to formal approval by the committee, meetings in December and early 2026 be held to consider a draft report for the study on the ArriveCAN application.

It was agreed, — That the First Report from the subcommittee be concurred in.

It was agreed, — That, in relation to the access to information request received by the Department of National Defence and communicated to the committee on Monday, August 25, 2025, concerning documents that are related to the committee’s proceedings and that are not sensitive in nature, the committee instruct the clerk to authorize disclosure of said documents, with the understanding that they remain protected by parliamentary privilege.

It was agreed, — That Harb Gill, as an associate member, be authorized to receive committee documentation, including access to the digital binder, and to attend in camera proceedings.

Notice of Motion

Marie-Hélène Gaudreau gave notice of the following motion:

That pursuant to Standing Orders 108(3)(c), the committee hold a two-hour meeting in the very near future to review the renewal of the contract for parliamentary interpreters and ensure that the quality and professional standard of interpretation services are maintained, in full compliance with the right of parliamentarians to express themselves and work in either official language; that the committee invite, as soon as possible, the Minister of Government Transformation, Public Works and Procurement, as well as Canadian representatives of the International Association of Conference Interpreters.
