The committee resumed consideration of the motion of Christine Normandin moved on Tuesday, June 10, 2025, which read as follows:
That, pursuant to Standing Order 108(3)(a)(vi), the committee undertake a study of the changes that need to be made in the implementation of the electoral process and the application of the Canada Elections Act in order to prevent the failures and breaches that occurred during the 45th general election, and that this study include, but not be limited to, the incidents that have already been made public, provided that, in the order listed, the committee invite the following witnesses to testify for a period of two hours per block of witnesses:
(a) representatives of each of the political parties who wish to speak on this subject;
(b) electors or representatives of elector groups;
(c) the Chief Electoral Officer of Canada; and
(d) any other witnesses the committee deems relevant;
That the committee report its observations and recommendations to the House.
and of the amendment of Arielle Kayabaga moved on Tuesday, June 10, 2025, which read as follows:
That the motion be amended by adding the words “and interpretation” after the words “to be made in the implementation”; by adding the words “when casting a ballot in a federal election” after the words “and the application of the Canada Elections Act”; and by deleting the words “in order to prevent the failures and breaches that occurred during the 45th general election” after the words “when casting a ballot in a federal election”.
By unanimous consent, the amendment was withdrawn.

The motion, as amended, read as follows:

It was agreed, — That the list of witnesses be sent to the clerk of the committee by Friday, June 13, 2025, not later than 10:00 a.m.
Michael Cooper moved, — That the committee, pursuant to Standing Orders 108(3)(a)(i), (ii) and (vi), assess the need for a study on foreign interference, provided that;
(a) the testimony and documentation received by the Committee during the first session of the 44th Parliament on the subject, with respect to the following studies, be compiled by the committee during the summer period to enable members to know the facts related to all of these issues during the present session: (i) foreign electoral interference, (ii) the question of privilege relating to the member for Wellington-Halton Hills and other members, and (iii) the question of privilege relating to cyber-attacks targeting members;
(b) the committee hold a meeting upon the return of the summer period to decide what work will be deemed necessary to undertake on this subject.
Debate arose thereon.
