The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, as amended, which read as follows, be concurred in:

Your subcommittee met on Monday, September 15, 2025, to consider the business of the committee and agreed to make the following recommendations:

That the committee adopt and undertake studies in the following order:

1. That, pursuant to Standing Order 108(2), the Standing Committee on Natural Resources holds no less than 6 meetings to conduct a study on (a) the economic opportunities presented by critical mineral development in Canada, (b) the location of critical minerals across Canada, (c) the infrastructure solutions needed to get our critical minerals to market, (d) barriers to extracting and exporting Canadian critical minerals, (e) the necessity of respecting Indigenous rights and provincial and territorial jurisdictions in critical mineral development and the opportunities this development can present for Indigenous communities, and (f) the ways the Government of Canada can support the domestic production and processing of critical minerals; that the committee present a report to the House on its findings and recommendations; and that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

2. That, pursuant to Standing Order 108(2), the committee undertake a comprehensive study on the forest industry, including the following:

i. Evaluate the effects of countervailing and anti-dumping duties;

ii. Study the government's role in market diversification and the development of new value-added products to improve the industry's competitiveness;

iii. Define the importance of wood as a material in housing construction and in achieving carbon neutrality targets;

iv. Analyze the implementation of a public procurement policy that promotes the use of wood products;

v. Forest management practices; and vi. Respect provincial and territorial jurisdictions.

That the committee invite any witness it deems relevant to testify; that the committee hold at least six meetings on this study; and that a report on this study be prepared and presented to the House; and that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

3. That, pursuant to Standing Order 108(2), the Standing Committee on Natural Resources holds no less than 6 meetings to conduct a study on (a) the various types of Canadian energy exports and their importance to our economy, workers, communities, and in establishing Canada as an energy superpower, (b) the role of Canadian energy exports in the present and future global supply of energy as well as the necessary infrastructure for the export of energy and its costs, and (c) barriers to developing and exporting Canadian energy products and resources. That the committee present a report to the House on its findings and recommendations; and that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That the list of witnesses for the critical minerals study be sent to the clerk no later than Tuesday, September 23, 2025, at noon.
