Thursday, May 13, 1999
The Sub-Committee on Corrections and Conditional Release Act of the Standing Committee on Justice and Human Rights met at 9:10 a.m. this day, in the Essex Ballroom, Ramada Hotel, Toronto, the Chair, Paul DeVillers, presiding.
Members of the Sub-Committee present: Paul DeVillers, Ivan Grose, Peter MacKay and Richard Marceau.
Acting Member present: Jim Abbott for Jim Gouk.
In attendance: From the Library of Parliament: Lynn Casavant, Researcher; Philip Rosen, Senior Analyst.
Witnesses: From the Ministry of the Attorney General of Ontario: Scott Newark, Special Counsel, Office for Victims of Crime. From the Ontario Board of Parole: Louis Théorêt, Senior Member; Dennis Murphy, Senior Member. From the Prison Life Media: Thomas Mann, Chair; Robert Rowbotham, President; Valerie Phillips, Secretary. As an Individual: Dr. Anthony N. Doob, Professor, Centre for Criminology, University of Toronto. From the Spirit of the People: Michelle Murphy, Executive Director. As an Individual: Julian N. Falconer, Barrister-at-Law. From the Black Inmates and Friends Assembly: Bev Folkes, Executive Director; Everette Dehaney, Assistant to the Executive Director. Pursuant to Standing Order 108(2), a statutory review of the Corrections and Conditional Release Act.
The witnesses made opening statements and answered questions.
At 12:15 p.m., the sitting was suspended.
At 1:29 p.m., the sitting resumed.
At 4:54 p.m., the Committee adjourned to the call of the Chair.
