MINUTES OF PROCEEDINGS

Meeting No. 16

Tuesday, December 1st, 1998

The Sub-Committee on Human Rights and International Development of the Standing Committee of Foreign Affairs and International Trade met in camera at 9:25 a.m. o'clock this day, in Room 306, West Block, the Chair, Colleen Beaumier, presiding.

Members of the Sub-Committee present: Jean Augustine, Colleen Beaumier, Maud Debien, Keith Martin.

Acting Members present: Bob Mills for Keith Martin and Libby Davies for Svend Robinson.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz, Research Officer.

Witnesses: From Canadians Concerned about Ethnic Violence in Indonesia: Jonas Ma, Co-Chair, Media and Public Education Sub-Committee; Herman Tan, Chief-Secretary; Yusni Hilwan, Secretary; Windu Astuti Indrawidjaja, Member.

The Sub-Committee proceeded to discuss its future business.

Ordered, --That the research staff of the Sub-Committee prepare a study plan for an examination of human security dimensions of human rights particularly as they relate to access to finite resources such as clean water and food, and related issues of population growth and security.

It was agreed, --That in relation to the above study, the Committee invite Action Canada for Population and Development and the IDRC to appear before it.

It was agreed, --That the Sub-Committee invite Parliamentarians for East Timor and the Bahai Community of Canada to appear before it at a single session of the Sub-Committee.

At 9:48 o'clock, the Sub-Committee proceeded to meet in public.

Pursuant to Standing Order 108(2), the Sub-Committee proceeded to examine the situation in Indonesia.

The witnesses each made an opening statement and answered questions.

Keith Martin moved, --That the Sub-Committee recommend to the Government of Canada that it petition the Security Council of the UN to charge ex-Indonesian President Suharto and members of his regime for genocide and crimes against humanity.

By unanimous consent, it was agreed, --That the motion be stood for consideration at the next meeting of the Sub-Committee.

On motion of Libby Davies, it was agreed, --That the recommandations presented by the Canadians Concerned about Ethnic Violence in Indonesia be referred to the Standing Committee on Foreign Affairs and International Trade for its consideration.

At 10:56 a.m., the Committee adjourned to the call of the Chair.
