Meeting No. 2

Wednesday, March 21, 2001

The Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 3:35 p.m., this day, in Room 307, West Block, the Chair, Beth Phinney, presiding.

Members of the Sub-Committee present: Eugène Bellemare, Irwin Cotler, Antoine Dubé, Deepak Obhrai, Beth Phinney and Svend Robinson.

In attendance: From the Research Branch of the Library of Parliament: James Lee and David Goetz, Research Officers.

Witnesses: From the Department of Foreign Affairs and International Trade: Adèle Dion, Director, Human Rights, Humanitarian Affairs and International Women's Equality Division; Adrian Norfolk, Acting Deputy Director, Multilateral Affairs, Human Rights, Humanitarian Affairs and International Women's Equality Division. From the Canadian International Development Agency: Anne Bordé, Director General, Corporate Planning and Coordination, Policy Branch; Kirsten Mlacak, Senior Analyst, Human Rights, Policy Branch; Tom Wallace, Director General, Policy Analysis and Development, Policy Branch.

Pursuant to Standing Order 108(2), the Sub-Committee proceeded to an Information Session on Human Rights and International Development.

Adèle Dion made a statement and answered questions.

Anne Bordé and Tom Wallace made statements and answered questions.

At 5:08 p.m., the sitting was suspended.

At 5:13 p.m., the sitting resumed in camera.

The Sub-Committee discussed future business.

It was agreed, -- That the Sub-Committee undertake a study of human rights, development and related matters in Colombia.

At 5:35 p.m., the Sub-Committee adjourned to the call of the Chair.
