At 3:46 p.m., the meeting was suspended.
At 3:56 p.m., the meeting resumed.

At 4:30 p.m., the Hon. Marc Miller took the Chair.
It was agreed, — That the motion adopted on September 18, 2025, on repeat violent offenders be rescinded and replaced with the following: "That the committee undertake a study comprised of at least eight meetings to examine issues related to bail, sentencing and the handling of repeat violent offenders in Canada; that the committee also receive evidence from relevant provincial representatives, law enforcement agencies, police associations, victims of crime, and other witnesses deemed appropriate by the committee; that the committee invite the Minister of Justice and Attorney General of Canada and Minister of Public Safety to testify for no less than one hour each and; that, at the conclusion of the study, the committee prepare a comprehensive report with their findings and recommendations, and request a government response, pursuant to Standing Order 109".
It was agreed, — That the following motions are adopted in their order of precedence for study:
1) That the committee undertake a study comprised of at least eight meetings to examine issues related to bail, sentencing and the handling of repeat violent offenders in Canada; that the committee also receive evidence from relevant provincial representatives, law enforcement agencies, police associations, victims of crime, and other witnesses deemed appropriate by the committee;that the committee invite the Minister of Justice and Attorney General of Canada and Minister of Public Safety to testify for no less than one hour each and; that, at the conclusion of the study, the committee prepare a comprehensive report with their findings and recommendations, and request a government response, pursuant to Standing Order 109.
2) That, given the importance of confidence from the public in transparency, impartiality and independence of the appointment process of judges by the federal government and given that on April 23, 2025, the National Assembly of Quebec unanimously adopted a motion calling for Quebec to be more involved in the federal government’s process for appointing judges, the committee undertake a study on the appointment of judges to courts under federal jurisdiction, and that it dedicate at least four (4) meetings to this study; and that the committee prepare a comprehensive report on its findings and recommendations.
3) That the committee invite Sean Fraser, Minister of Justice and Attorney General of Canada, to appear before the Committee for a minimum of two hours at earliest opportunity, to answer questions regarding his mandate and priorities.
4) That, given the increasing prevalence of online child exploitation, including luring and extortion, and the evolving nature of digital platforms that facilitate such crimes, And acknowledging the necessity to continually strengthen legal frameworks to effectively combat these offenses and protect vulnerable individuals, The Committee undertakes a study, pursuant to Standing Order 108(2), on the legal tools available to combat child luring, online exploitation, and extortion. That the committee dedicate at least four (4) meetings to this study and issue recommendations in the form of a report to the House.
