The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $7,000, for the study of the Canada Infrastructure Bank’s financing of new vessels for BC Ferries, be adopted.

That, pursuant to Standing Order 108(2), the committee undertake a study of airline competition in Canada, and that the evidence and documentation received by the committee during the First Session of the 44th Parliament on the subject be taken into consideration by the committee in the current session.

That, pursuant to Standing Order 108(2), the committee undertake a study of passenger rail service - VIA Rail Canada Inc. incident on August 31, 2024, and that the evidence and documentation received by the committee during the First Session of the 44th Parliament on the subject be taken into consideration by the committee in the current session.

That, pursuant to Standing Order 108(2), the committee undertake a study of regulation of recreational boating on Canada’s waterways, and that the evidence and documentation received by the committee during the First Session of the 44th Parliament on the subject be taken into consideration by the committee in the current session.

That, pursuant to Standing Order 108(2), the committee undertake a study of the Competition Act and air travel in northern, rural, and remote communities of Canada, and that the evidence and documentation received by the committee during the First Session of the 44th Parliament on the subject be taken into consideration by the committee in the current session.

It was agreed, — That the committee proceed to sit in public.

At 8:46 a.m., the meeting was suspended.

At 8:54 a.m., the meeting resumed in public.

Motion

Xavier Barsalou-Duval moved, —

That the Standing Committee on Transport, Infrastructure, and Communities establish an agenda structured as follows:

  1. The committee immediately requests that the Chair and the clerk, in accordance with the motion adopted on August 1, 2025, make public all documents received from the organizations listed. These documents shall be published on the committee's website and distributed in a press release through the Press Gallery Secretariat:
    1. Office of the Prime Minister
    2. Privy Council Office
    3. Canada Infrastructure Bank
    4. The Department of Housing, including the office of the responsible minister
    5. The Department of Transport, including the office of the responsible minister
    1. As part of its study on the Canada Infrastructure Bank’s financing of new vessels for BC Ferries, the committee will hold three additional meetings and call the following witnesses:
      1. Davie Shipyard
      2. Ocean Group
      3. Seaspan Shipyards
      4. Irving Shipbuilding
      5. BC Ferry & Marine Workers' Union
      6. BC Building Trades
      7. BC Federation of Labour
      8. The Shipyard General Workers' Federation
      9. The United Steelworkers
      10. The Canadian Steel Producers Association
      11. Former Minister of Transport Chrystia Freeland
      12. The Minister of Public Safety, as well as officials responsible for reviewing national security issues related to the contract between BC Ferries and the Chinese shipyard Merchants Industry Weihai Shipyard
    2. Upon completion of its study on the Canada Infrastructure Bank’s financing of new vessels for British Columbia Ferries, the committee will immediately undertake a new study on the phenomenon of “Driver Inc.”, comprising at least six meetings. The committee will summon the Minister of Transport, the Secretary of State for Labour, and the Secretary of State for Revenue to testify in this study for a minimum of one hour each. Other witnesses, chosen by the parties, will also be invited to appear. Finally, the committee will submit its conclusions and recommendations to the House.

    Debate arose thereon.

    Amendment

    Dan Muys moved, — That the motion be amended by adding, after subparagraph 12, paragraph b), the following: “13. Ontario Shipyards”.

    After debate, the question was put on the amendment of Dan Muys and it was agreed to.

    Amendment

    Stéphane Lauzon moved, —

    That the motion, as amended, be amended by

    1. replacing the words “financing of new vessels for British Columbia Ferries”, in paragraph c), with the following: “loan to BC Ferries”;
    2. replacing the word “summon”, in paragraph c), with the word: “invite”;
    3. replacing the words “financing of new vessels for”, in paragraph b), with the following: “loan to”; and
    4. deleting subparagraph 12 from paragraph b).

    Debate arose thereon.

    At 9:55 a.m., the meeting was suspended.

    Subamendment

    Xavier Barsalou-Duval moved, — That the amendment be amended by not deleting subparagraph 12 from paragraph b), and by adding after the words “Chinese shipyard Merchants Industry Weihai Shipyard” the following: “, and that the officials appear in camera”.

    After debate, the question was put on the subamendment of Xavier Barsalou-Duval and it was agreed to.
