MINUTES OF PROCEEDINGS
Meeting No. 14
TUESDAY, MAY 26, 1998
The Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 10:10 o’clock a.m., this day, in Room 308, West Block, Keith Martin, presiding.
Members of the Sub-Committee present: Jean Augustine, Colleen Beaumier, Paul Bonwick, Maud Debien, Raymonde Folco, Keith Martin
Acting Members present: Judi Longfield for Claudette Bradshaw; Dick Proctor for Svend Robinson.
Other Member present: Daniel Turp.
In attendance: From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz, Research Officer.
Witnesses: From the International Centre for Human Rights and Democratic Development: Madeleine Desnoyers, Americas Programme Officer. From the Canadian Labour Congress: Sheila Katz, Coordinator, NAFTA Desk. From Inter Pares: Roch Tassé, Program Officer for Latin America. From Inter-Church Committee for Human Rights in Latin America: Suzanne Rumsey, Program Coordinator, Central America and Mexico. From University of Saskatchewan: John Foster, Ariel F. Sallow Professor for Human Rights.
Pursuant to Standing Order 108(2), the Sub-Committee proceeded to consider the situation of human rights in Mexico.
The witnesses each made an opening statement and answered questions.
At 10:35 o’clock a.m., the Chair, Colleen Beaumier, took the Chair.
Dick Proctor moved, --That whereas there exists in the State of Chiapas, Mexico a serious humanitarian crisis which includes violence, human rights abuses and the displacement of members of the indigenous population,
Whereas the Chiapas Red Cross has appealed for the involvement of the International Red Cross to assist in this difficult situation,
The Sub-Committee recommends that the Canadian Government publically and formally request the intervention of the International Red Cross in Chiapas.
After debate, the question being put on the motion, it was unanimously agreed to.
The witnesses continued to answer questions.
At 11:00 o’clock a.m., the Sub-Committee adjourned to the call of the Chair.
