Garnett Genuis moved, — The motion put on notice by Scott Anderson on Tuesday, June 17, 2025:
That the committee invite the Minister of National Defence and the Secretary of State (Defence Procurement) to appear before the committee for no less than 1 hour each, within 14 days of the adoption of this motion, in relation to their mandates and NATO defence spending.Debate arose thereon.
James Bezan moved, — That the motion be amended by deleting the words “the Minister of Defence and”
by replacing the words "one hour each" with the words "two hours"
by replacing the words "their mandates" with the words "his mandate".
Debate arose thereon.
At 4:46 p.m., the meeting was suspended.
At 4:49 p.m., the meeting resumed.
Simon-Pierre Savard-Tremblay moved, — That the amendment be amended by replacing the words "two hours” with the words “one hour”.
Debate arose thereon.
The question was put on the subamendment of Simon-Pierre Savard-Tremblay and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.
The question was put on the amendment of James Bezan, as amended, and it was agreed to, by a show of hands: YEAS: 10; NAYS: 0.

The motion, as amended, read as follows:
That the committee invite the Secretary of State (Defence Procurement) to appear before the committee for no less than 1 hour, within 14 days of the adoption of this motion, in relation to his mandate and NATO defence spending.
It was agreed, — That staff from the Department of National Defence be allowed to attend the in camera meeting on Tuesday, September 23, 2025.
At 4:50 p.m., the meeting was suspended.

The Chair presented the First Report from the Subcommittee on Agenda and Procedure, which read as follows:
Your subcommittee met on Thursday, September 18, 2025, to consider the business of the committee and agreed to make the following recommendations:
1. That the priority for the upcoming studies be as follows:
a. Meeting with the Auditor General of Canada to discuss her Second Report entitled Delivering Canada’s Future Fighter Jet Capability
i. Wherein the Chair will convene a meeting on this study only after the conclusion of the Government of Canada’s review on the F-35 fighter jets.
b. Meeting with the National Defence and Canadian Armed Forces Ombudsman and the Sexual Misconduct Support and Resource Centre
c. No more than two meetings on the study on the integration of the Canadian Coast Guard into the Department of National Defence
d. No more than four meetings on the study on the nexus between national defence, national security and Canada’s critical minerals sector
e. No more than four meetings on the study on the situation of francophones and indigenous peoples in the Canadian Armed Forces
f. Ongoing threat analysis briefings – as required – from the Department of National Defence, the Canadian Armed Forces, Global Affairs Canada and other expert witnesses and as pursuant to the motion adopted on September 16, 2025
2. That, unless specific instructions are received from the Committee, the Chair convene meetings on these studies in public.
a. That the testimony from representatives of the Sexual Misconduct Support and Resource Centre be in camera.
3. That the Chair be authorized to convene a meeting on one of these studies without following the order of priority, based on the availability of witnesses or with instructions from the Committee.
4. That witness lists for the study on the integration of the Canadian Coast Guard into the Department of National Defence be submitted to the clerk no later than at 4:00 p.m. on Tuesday, September 23, 2025.
5. That witness lists for the study on the nexus between national defence, national security and Canada’s critical minerals sector be submitted to the clerk no later than at 4:00 p.m. on Friday, September 26, 2025.
6. That witness lists for the study on the situation of francophones and indigenous peoples in the Canadian Armed Forces be submitted to the clerk no later than at 4:00 p.m. on Friday, September 26, 2025.
7. That witness lists for the study on NORAD modernization be submitted to the clerk no later than at 4:00 p.m. on Friday, September 26, 2025.
8. That travel related to the NORAD modernization study include NORAD Headquarters in Colorado Springs, Colorado, in the United States, 1 Canadian Air Division headquarters in Winnipeg, Manitoba, the Inuvik and Iqaluit forward operating locations (FOL) and the Tuktoyaktuk North Warning System radar site in Canada’s North.
9. That, for the meeting on Thursday, September 25, 2025, the Committee commence its study on the integration of the Canadian Coast Guard into the Department of National Defence and invite representatives from the Department of National Defence, the Canadian Coast Guard and the Royal Canadian Navy to appear.
10. That the Minister of National Defence and Department of National Defence officials appear on October 9, 2025, to discuss the Main Estimates and the Supplementary Estimates A, as pursuant to the motion adopted on September 16, 2025.
11. That, when possible, notices of meetings be published no later than 48 hours before a meeting.
12. That, when possible, there be a one two-hour witness panel per meeting.
It was agreed, — That the First Report from the subcommittee be concurred in.
