WEDNESDAY, DECEMBER 3, 1997


The Standing Committee on Citizenship and Immigration met this day at 3:42 p.m., in Room 269, West Block, Stan Dromisky, presiding.

Members of the Committee present: Deepak Obhrai, Stan Dromisky, Gordon Earle, Raymonde Folco, Sophia Leung, John N. McKay, Réal Ménard, Maria Minna, John Reynolds and Jacques Saada..

In attendance: From the Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Pursuant to Standing Order 108(2), Study of the process of student’s visas delivery.

Witnesses: From the Department of Citizenship and Immigration: Bill Sheppit, Acting Assistant Deputy Minister, Operations; Georges Tsaï, Assistant Deputy Minister, Corporate Services; Joan Atkinson, Director General, Selection Branch..

Geoges Tsaï, Bill Sheppit and Joan Atkinson made opening statements and answered questions.

By unanimous consent, Réal Ménard moved: -- That, for the smooth working of the Committee’s business, strict working rules should be adopted. Each party should have 10 minutes for the first round of questions and comments, and 5 minutes for the second round. The proposed order for political parties to intervene is the following: Reform; Bloc Quebecois; Liberal; N.D.P. and P.C.

After debate, it was agreed, -- That, the motion be further considered at the next meeting of the Committee.

By unanimous consent, John Reynolds gave notice of a motion to be considered at the next meeting of the Committee.

At 5:03 p.m., the Committee adjourned to the call of the Chair.
