Meeting No. 25
Tuesday, October 23, 2001
The Standing Committee on National Defence and Veterans Affairs met in a televised session at 3:34 p.m. this day, in Room 237-C, Centre Block, the Chair, David Pratt, presiding.
Members of the Committee present: Rob Anders, Claude Bachand, Colleen Beaumier, John O'Reilly, David Pratt, David Price, Peter Stoffer, Elsie Wayne, Bryon Wilfert.
Acting Members present: Jean-Guy Carignan for Janko Perić; Cheryl Gallant for Leon Benoit.
In attendance: From the Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Assistants.
Witness: As Individual: Anthony Forster, Independent Research Intelligence Analyst.
The Chair presented the Third Report of the Sub-Committee on Agenda and Procedure which read as follows:
Your Sub-Committee met on Monday, October 22, 2001, to consider the Committee’s future business with respect to its study on the state of readiness of the Canadian Forces and agreed to make the following recommendations:
1.—That the Committee issue a press release to invite submissions on matters relating to the Canadian defence policy and counter-terrorism and on the consequences of the events of September 11th.
2.—That, pursuant to Standing Order 108(1), given the events of September 11, 2001, the resulting increased workload upon the main Committee and the intense focus on defence issues in the foreseeable future, a Sub-Committee on Veterans Affairs be established to inquire into matters relating to Veterans Affairs; that the Sub-Committee be composed of nine (9) members or associate members of which five (5) shall be government members and four (4) shall be opposition members with all parties represented; and that the Sub-Committee be empowered to send for persons, papers and records, to receive evidence, to sit no more than once a week, unless otherwise authorized by the Committee, during a time when the main Committee is not sitting.
3.—That, when necessary, the Committee hold an additional meeting on Monday’s from 3:30 p.m. to 5:30 p.m.
4.—That the proposed fact finding mission to London on counter-terrorism be postponed to the end of January and that, at that time, the Committee include in its program briefing sessions with NATO representatives in Brussels and briefing sessions in Paris and/or Berlin.
On motion of Claude Bachand, seconded by Peter Stoffer, the Third Report of the Sub-Committee on Agenda and Procedure was concurred in.
Pursuant to Standing Order 108(2), the Committee resumed consideration of its study on the state of readiness of the Canadian Forces.
The witness made a statement and answered questions.
At 5:10 p.m., the Committee adjourned to the call of the Chair.
