MINUTES OF PROCEEDING

(Meeting No. 4)

Thursday, October 28, 1997

The Standing Committee on Natural Resources and Government Operations met at 11:10 o’clock a.m. , this day, in room 701, La Promenade, the Chair, Brent St. Denis, presiding.

Members of the Committee present: Roy Cullen, Raymonde Folco, Jocelyne Girard-Bujold, Jim Gouk, Ovid L. Jackson, Jerry Pickard and Carmen Provenzano.

Acting Members present: Angela Vautour for Yvon Godin.

In attendance: From the Research Branch of the Library of Parliament: : Jean-Luc Bourdages and Jack Stilborn, Research Officers.

Witnesses: From the Department of Public Works and Government Services: Jim Stobbe, Assistant Deputy Minister, Government Operational Service; Denis Paquet, Manager, Parliamentary Affairs. From the Privy Council Office: Ronald Bilodeau, Associate Secretary to the Cabinet and Deputy Clerk of the Privy Council; Peter Harrison, Associate Deputy Minister and Head, La Relève Task Force; Michael Horgan, Deputy Secretary, Intergovernmental Policy and Communications; Elizabeth Nadeau, Assistant Deputy Minister, Corporate Services.

In accordance with its mandate under Standing Order 108(2), a briefing on the operations of the Privy Council Office and the Department of Public Works and Government Services.

Jim Stobbe made a statement and, with the other witness, answered questions.

At 12:09 o’clock p.m., the sitting was suspended.

At 12:11 o’clock p.m., the sitting resumed.

Ronald Bilodeau, Peter Harrison and Michael Horgan made statements and, with the other witness, answered questions.

At 1:00 o’clock p.m., the Committee adjourned to the call of the Chair.
