Meeting No. 66

Monday, May 3, 1999

The Standing Committee on Natural Resources and Government Operations met at 3:33 p.m. this day, in Room 362, East Block, the Chair, Brent St. Denis, presiding.

Members of the Committee present: Réginald Bélair, Gerry Byrne, Roy Cullen, Tony Ianno, Ghislain Lebel, Carmen Provenzano, Ben Serré and Brent St. Denis.

Acting Members present: Gerald Keddy for Gilles Bernier; John Williams for Werner Schmidt; Paul Forseth for John Duncan and Rob Anders for David Chatters.

Other Member present: Marlene Catterall.

In attendance: From the Library of Parliament: June Dewetering, Research Officer.

Witnesses: As Individual: Malcolm Hamilton, Actuary, William Mercer and Associates; Mark S Fowler, Actuary; Julian Leung, Actuary, Julian Leung and Associates. From the Department of Justice: Micheline Langlois, Senior Counsel, Legal Services Branch; Ross Hornby, Senior General Counsel, Legal Services Branch. From the Treasury Board of Canada: Joan Arnold, Director, Pension Legislation Development; Diane Labelle, Senior Legislation Officer, Pension Legislation Development.

Pursuant to the Order of Reference of the House dated Monday, April 26, 1999, the Committee resumed consideration of Bill C-78, Public Sector Pension Investment Board Act.

Messr. Hamilton, Fowler and Leung made statements and answered questions.

At 4:54 p.m. the sitting was suspended.

At 4:59 p.m. the sitting resumed.

The witnesses from the Department of Justice and Treasury Board answered questions.

At 6:00 p.m., the Committee adjourned to the call of the Chair.
